Sklearn needs to be replaced with scikit-learn in build dependencies

Describe the bug
Python video annotator cannot be installed at all as sklearn is deprecated and must be replaced with scikit-learn.

To Reproduce
Steps to reproduce the behavior:
Run pip install python-video-annotator

Expected behavior
Proper installation of the tool
