Rollback for EVM

ev-node rollback support has been added in #2499.

Commands should be added in their execution environment, and use the new method above to rollback the ev-node store.

This PR tracks the rollback support for reth.

with this flag (--engine.always-process-payload-attributes-on-canonical-head) we are able to rollback and then start the chain again. it overwrites the last block written.
