TL;DR

• Update Chromatic CLI
• Add @chromatic-com/storybook to our Storybook addons

Motivation:

This PR add two new possibilities for contributors:

1. Run Visual Regression Tests "locally" ¹, see Chromatic doc
2. Easily share ephemeral Storybook based on local changes, see Storybook doc
